- LOLER 1998 Regulation 8 requires that every lifting operation is properly planned by a competent person, appropriately supervised, and carried out safely. The RAMS must reference the lift plan and confirm that the requirements of Regulation 8 have been met for each lift type covered.
- Appointed person (AP)
- The Appointed Person is the competent person responsible for planning the lifting operation, selecting and coordinating lifting equipment, and ensuring the lift can be carried out safely. The AP must have documented competence (CPCS AP card or equivalent). The RAMS must name the AP or describe the appointment process.
- Lift supervisor and slinger-signaller
- The lift supervisor controls the lifting operation on the ground. The slinger-signaller attaches the load, communicates with the crane operator, and is responsible for the safety of the lift from the slinging point. Both must hold relevant CPCS cards. Their roles must be described in the RAMS method statement.
- Exclusion zones
- An exclusion zone must be established beneath and around the lift path for all lifts. No person may enter the exclusion zone while a load is suspended. The zone size depends on load dimensions, height, and potential swing radius. The RAMS must describe the zone and how it is enforced.
- Ground conditions
- Ground bearing capacity must be assessed before any crane is positioned. Outrigger or wheel loads from the crane must not exceed the ground bearing capacity. Where ground conditions are uncertain, a structural engineer or ground investigation must be completed. The RAMS must confirm ground condition assessment has been carried out.
