The straight answer to what a dynamic risk assessment is

Here is the plain version I use on site. A dynamic risk assessment is the quick, structured judgement you make when something changes while you are working. It is not a scribbled excuse to crack on. It is a check, in your head and with your team, that asks what has changed, what could hurt us now, what controls we already have, and what else we need before we carry on. Think of it as the handbrake turn you use only when the road shifts under you.

People confuse it with the written risk assessment and method statement. The written risk assessment and method statement are your plan for foreseeable hazards. You do those before the job, you brief them, you sign them, and you work to them. The dynamic assessment is what you do mid-task when the roof gets greasy, the dig face slumps, or the delivery blocks the fire exit. It is the live piece that keeps the plan safe when the day throws curveballs.

I see the same pattern on a wet Tuesday. Crews start right, then the weather turns or the sequence slips, and someone says we will just be five minutes. That five minutes is when people get hurt. A dynamic risk assessment is the brake on that impulse. Stop, look, decide. If the existing controls still hold, crack on. If not, change the controls or stop the job.

When a dynamic check is enough, and when you must update RAMS

Not every twitch on site needs a paperwork rewrite. Minor changes that do not alter the hazard profile can be managed with a clear dynamic assessment and a quick briefing. Example: a lighting failure in one bay that is fixed by moving a work light and tightening housekeeping. Your controls still manage the risk. Document the change in the site diary, brief the lads and lasses, and continue.

Now for the line in the sand. If a change affects a significant hazard, or brings in a new one, or makes your current controls ineffective, stop and update the written risk assessment. That is you meeting Management of Health and Safety at Work Regulations 1999 reg 3, which requires the assessment to be suitable and sufficient for the risks present. Typical triggers are loss of edge protection, new live services, a change to plant or access systems, or weather that undermines your method.

There is also the duty on employers under HSWA 1974 s2 to provide safe systems of work. If your safe system has been undermined, you cannot rely on a quick chat. Update the RAMS, amend permits if needed, and re-brief. For work at height, the Work at Height Regulations require planning and organising the work. If the plan is no longer valid, you re-plan before feet leave the ground. I reject RAMS all the time for pretending a dynamic assessment can solve predictable risks. If you knew wind or services were likely, that belongs in the written assessment from the start.

When your dynamic assessment means the method must change, revisit what is a method statement and rewrite the affected steps before you restart.

Worked scenario 1: the weather turns on a roof

You are on a flat roof laying insulation and boards. The morning was crisp. After lunch the cloud rolls in. The felt goes greasy, a gust rattles the stack of boards, and the temporary handrail ropes start humming. I have seen a part-loaded transom lift and kiss the edge because someone left it unsecured for a brew. Here is how I expect a competent dynamic assessment to run in that moment.

First, stop work. Get everyone in, tools down. Take two minutes to look. What has changed. Surface is now slippery, wind speed is up, unsecured materials are at risk of lifting, visibility is poorer. What could happen. Falls from height, materials blowing off and striking people below, a sheet becoming a sail during handling, trip and slide hazards near the edge. What controls did we plan. Guardrails, toe boards, a no-go zone within two metres of the edge, tethered tools, and a manual handling method for boards.

Second, judge if those controls still hold. With wind now gusting and the surface slick, your manual handling method for large sheets may no longer be safe. If you have no mechanical aid for sheet handling, and no temporary windbreaks, the safe system is compromised. Under the Work at Height Regulations, the work must be planned and carried out in a manner that is safe. That planning requirement is not met if your handling method has become unsafe because of wind and slip risk.

Third, decide and act. Options include postponing handling of large boards until wind drops, re-sequencing to tasks away from the edge, securing all loose materials with additional fixings or ballast, installing temporary barriers, or stepping off the roof entirely. Take five minutes to tie down insulation, lash the board stack, and check the guardrails. Put a banksman on ground level to enforce the exclusion zone. Record the decision in the site diary, and brief the team before you restart anything. If the only safe choice is to stop, then stop. You are still meeting HSWA 1974 s2 by not exposing people to unnecessary risk.

Lastly, update the paperwork if the weather change is persistent or your method changes. If you now plan to use a mechanical hoist to handle sheets, or you introduce new fixings, or you change access routes, that is a change to the safe system. Update the risk assessment and method statement and re-brief. I want to see it noted that you considered the wind, the slip risk and the material control, not just a vague line that says proceed with caution.

Worked scenario 2: an unexpected service in a dig

You are trenching for a small duct run. You completed a CAT and Genny scan and had plans, permits and a toolbox talk at the start. Second bucket in, the operator exposes a thin blue pipe that was not on the drawing. You hear that brittle creak you never forget. This is where I see crews make either the right call or a rushed mistake that becomes a strike.

First action is stop and make safe. Plant off, bucket down, no hand digging near the exposure. Establish an exclusion zone and get the area supported if the face looks weak. Do not assume it is dead or redundant. The hazard has changed. You now have a live or unknown service in the excavation. Under the Management of Health and Safety at Work Regulations 1999 reg 3, your risk assessment must be suitable for the risks that exist, and the existing one did not cover this service in this spot.

Next, verify and escalate. Contact the service owner if known, or the principal contractor to coordinate. Use hand tools carefully to expose enough length to identify the service, with insulated tools and a second person observing. If you need to change the trench location, depth, shoring or method from machine to hand dig, that is a method change. Update the written risk assessment and method statement before carrying on. Under HSWA 1974 s2, the employer’s duty to provide safe systems of work includes ensuring workers are not exposed to risks from underground services.

I also want to see permit control respected. If you were working under a permit to dig, suspend it until the investigation is complete. Record the finding in the permit file and site diary. Take photos. Brief the whole team, not just the two who saw it. If you need a different plant item, or a vacuum excavator, plan it properly and bring it in. A dynamic assessment lets you catch the change fast. The written update locks in the safe method for the rest of the job.

Build dynamic assessment into how you plan and brief

The best teams plan for change before it arrives. I look for written RAMS that say what a dynamic assessment will cover, who leads it, when you stop, and how you record it. If your crews know that a lift stops when wind hits a set point, or that any uncharted service triggers a re-brief, the conversation on site is easy. You can also prime the day with a five-minute last-minute risk assessment at the start of each shift.

Keep the prompts simple. I like a pocket card or the whiteboard in the welfare that asks three questions. What is different today. Does our method still control the risks. Do we have the right people and kit. If you make that a habit, you will spot the wet slab, the missing scaffold tag, the broken RCD or the blocked fire exit before it bites. Under CDM 2015, contractors must plan, manage and monitor their work, so this habit supports that duty without drowning you in forms.

Briefing is where this either works or fails. A dynamic assessment is not a private thought exercise. You speak it, check it and get agreement. If you need to change the method, write it down and issue a short addendum. If the change is big, rewrite the affected section and re-issue the RAMS. Keep the crew involved. The person laying boards or swinging the pick will tell you quickly if the new control will actually work.

Record, update and prove you acted

If you did a dynamic assessment and nobody wrote it down, you have lost half the value. I am not asking for an essay. Put it in the site diary with date and time, note who was present, what changed, what you decided, and any controls you added. If you changed the method, update the RAMS document and capture the briefing signatures. For small changes, a toolbox talk sheet annotated with the decision works well.

Photos are your friend. A quick phone shot of secured materials, the extra barrier, the exposed service or the change to access proves what you did if someone asks later. If you were working under a permit, make sure the permit record shows the suspension and re-issue. For height tasks, if your anchor point or access method changed, record how it was verified as safe. The Work at Height Regulations expect planning and competent selection of equipment, so leave a trail that shows you did both.

I also like a simple end-of-day review. Ask the team what changed, what worked, and what to add to tomorrow’s plan. Feed that back into the written risk assessment for the next shift. This is how you avoid normalising small deviations into accepted practice. A near miss you learned from today is one you will not repeat tomorrow.
